The government in Zimbabwe lacked a policy that valued its manpower retention. The ruling party, through its policies, pushed out most of the able-bodied manpower, the productive sector of the population and did not care even if it meant ruling a handful of the ailing and old people, after all the able-bodied had fled the dictatorship.
